divide the country up into 80 to 150 regions

call for possible representatives in each region (usually 3 to 10 suggested people)

conduct an election with each member of the nation selecting their preference for the best person from their region to form a government/ to represent that region

election for all regions is conducted on the same day

members meet in a formal setting for several weeks followed by several months not meeting.

a new election is held every 3 or 4 years.

the members elect a president/prime minister to represent the country and decide on major future direction

decicions are made by a vote of all the members

the prime minister may select a group of 8 to 10 people to make on-going decisions that don't involving voting on major changes

most systems have two houses. the second (upper) house is elected in the same way as the first, 

however the members are elected from across the state or country rather than individual regions.

the upper house reviews decisions made by the lower house before they become law.
